This is the second year of racing in 4 major series -Spring, Summer, Autumn and Winter. On Sundays in the Spring and Summer series there will normally be three races all counting towards the series result. In the Autumn and Winter series there will be two races, both counting to the series result. The start time for the first race is given in the booklet. This will normally be followed by a lunch break, when the time for the second race will be confirmed. The Spring and Summer third race will run back to back. Please bear this in mind if you are planning to attend only the later races.
Your race duties are contained in this book for the whole of the sailing year and you should check for your duties now. The reminders sent out by the club are exactly that - reminders. You will also be able to see your duties on the club website.
On Wednesday evening 16 July there will be a BBQ as well as the normal Wednesday race. Keep an eye on the club notice board for more details closer to the time.
A more efficient way of managing the dinghy compound will be run in 2008 - please see page 32 for details and follow the new procedure.

As you are all aware it is the Clubs objective for
2008 to attract new members into the club. This is important to the life of the
Club. It not only ensures the club stays afloat but also brings in new blood.
One of the ways of achieving this is to train
people who would like to take up sailing. However over the last few years this
has been limited - not by lack of people wanting to learn to sail, but lack of
resources (people) to train them.
The club needs not only more qualified Instructors
or Assistant Instructors but also a team of enthusiastic helpers. These helpers
are needed to support the instructors by driving the safety boat, helping to
rig the boats to get the trainees out on the water, and give simple advice to
the trainees. Each beginner course lasts
for approximately 12 hours usually spread over 4-6 weeks, with the aim that the
trainees achieve RYA level 2 at the end. Some basic race training is then
provided for those wanting to continue to develop their experience.
With the help of funding from Corus we have improved
the training fleet for 2008 - new sails and rigging for Toppers, general
repairs and the acquisition of two Optimists.
The club premises are available any evening for
training as long as a team is available to run a session. So if there are any
volunteers who can give up a few hours a week of their time to pass on their
love of sailing to others please contact Gordon Evans, Peter Martin, Jeremy
Martin or Matt Sayer. Telephone numbers are on page
40.

Committee
members have assessed the risks associated with our activities and have agreed
on a series of actions, some now completed, some on-going. These actions are designed to remove or
minimise the risks to the safety and health of members, visitors and guests,
and to the security of individual and club equipment. Full details are posted in the
clubhouse. The following guidelines are
of particular importance, and all members are asked to follow them :
· Please cooperate with the plans to increase the level of
rescue boat competence.
· When on race duty, make sure that contact is maintained between rescue boat crew and
race officer, normally by radio.
· Do not leave your launching trolley in the water after
launching your boat.
· Ensure that your boat is left securely tied down in the
compound to stakes which should not protrude above ground level.
· Do not smoke in the clubhouse, or in or around the fuel
store or rescue boats.
Members
are invited to read the posted Risk Register, and to bring any comments or
points of concern to any committee member.
Young persons
The
Club has a young persons welfare policy posted in the clubhouse. Ruth Evans is
the welfare officer for young people and can be approached on any such matters.
(8)
Members of the Club,
their guests or visitors, may use the Club premises and other facilities of the
Club, entirely at their own risk and by implication accept that:
i) The Club
will not accept any liability for any damage to or loss of property belonging
to members, guests or visitors.
The Club will not accept
any liability for personal injury arising out of the use of the premises and
any other facilities of the Club, or out of participation in any race organised
by the Club, whether or not such damage or injury could have been attributed to
or was occasioned by the neglect, default or negligence of any of the Clubs
officers, Committee or servants.
iii)
Before inviting any guests or visitors into the premises or to participate in
events organised by the Club, members will draw their attention to this rule.
iv) The race organisers shall not be liable for any loss,
damage, death or personal injury howsoever caused to the owner/competitor, the
skipper or crew, as a result of their
taking part in the racing. Moreover, every owner/competitor warrants the
suitability of the yacht for the racing.
v) The provision of
rescue facilities for activities on the water does not remove the
responsibilities of parents/guardians for the safety and behaviour of young
persons whilst on club premises. Parents/guardians are asked to be in or around
the club with their young persons or to inform a club officer of an alternative
adult who will undertake this responsibility. For the purpose of this liability
a young person will be taken as being under the age of 18 years old.
(9)
Sailing may not begin until safety cover is available
according to the procedures below which describe the minimum provision. Circumstances may require a higher level
of provision to be agreed by the Race Officer and the most senior club officer
or committee member present. Safety provision at a lower level will not
normally be allowed and requires specific authorisation from the most senior
club officer or committee member present after consideration of prevailing circumstances.
Boats providing safety cover for racing may not be
used for any other purposes during racing.
Safety cover for training sessions is at a level
decided by the Senior Instructor in charge at the time, who
is then responsible for ensuring its provision.
The safety cover expected for casual sailing is given
in the rules for casual sailing.
Boats and equipment
A
minimum of one boat, launched and with engine warmed
up, must be available before any racing. Two boats may be called for (see
above), and this is required in the winter months (November to March
inclusive) if the wind is Force 4 or above and there are more than 15 racing boats , or if the wind is Force 5 or above even for less
than 15 boats.
Each
safety boat must carry sufficient fuel for the session, a canister with the basic safety
equipment including First Aid kit, lines for towing, and a radio for
communication with the Race Office.
Each
boat will be equipped with a kill-cord which must be used by the driver
whenever the boat is underway.
(10)
Normally
each safety boat should have a crew of two, a driver and an assistant. The
driver must be on the clubs list of approved drivers (see next page), unless
supervised by a powerboat instructor. Members under the age of 16 may drive
with the same restrictions, but must be accompanied by a competent adult and
with approval from a committee member.
All
safety boat personnel must wear personal buoyancy and be dressed suitably for
the conditions. In winter months, this means full wetsuits or drysuits.
Procedures
should be consistent with RYA guidance as given in Powerboat level 2 and Safetyboat courses. The following points are particularly
important-
- safety boat personnel must
monitor the race area constantly and should not engage in other activities;
- priority is to assist
people; dinghies will be towed
provided that conditions permit;
- approach a dinghy in difficulties carefully, normally
from downwind, taking account of likely effects of wind and possible sudden righting;
- approach people in the water slowly and engage
neutral before making contact; turn off the engine before recovering the person if it is safe
to do so.
It is not always necessary to attend every
capsize, but every capsize should be observed carefully and attended if
there is any cause for concern, bearing in mind the conditions and the age and
experience of the sailors involved.
Safety boats must be in regular communication with the
Race Officer who may give instructions.
This means that a radio should normally be carried in each safety boat.
Guidance on operating the boats and engines is given in
the Notes from the Bosun in this booklet.

Approval of drivers
The committee will arrange for a list of approved
drivers to be maintained. Approval will
be given to club members who have the RYA PB2 certificate (or higher PB
qualifications) or an equivalent experience, following a short session with a
club Power boat instructor to ensure an understanding of club practices. Training will be provided for members with
lower levels of experience and this will lead to approval following
satisfactory practical performance. More
advanced training can be arranged for those wishing to progress to the standard
expected for providing cover in major events.
(12)
All members of the club
over the age of 16 are expected to share in the race duties. This includes
being race officer, assistant race officer or rescue boat driver/crew.
To ensure club racing is
run efficiently, the following procedure will operate for 2008. A small
sub-committee will allocate duties. The rota for the season is now contained in
this booklet. Reminders will be sent out about 2 weeks before each duty.
Members are expected to carry out the allocated duty, or make arrangements to
exchange the duty with another person of suitable experience.
Members are invited to
indicate dates when they will, or will not, be available for duties. A year
planner is posted in the clubhouse every Nov-Dec, and
members are encouraged to use this to provide information. All reasonable
requests will be met.
Any member not attending
a duty, or making suitable arrangements to cover it, will be
allocated 2 further duties in the next allocation period. These must be carried
out. Any member who fails to attend the additional duties may be suspended from
the Club by the Management Committee and will be unable to participate in Club
activities. There will be no refund of fees and no racing results awarded.
Appeal may be made to the Management Committee for reinstatement there where is
good reason.

On
Wednesday night racing 16th July we plan to have a BBQ. You can either bring
your own food to cook or for a small fee take the easy option of letting someone from the club do
the hard work and buy a Burger or whatever is available.
On 8th
March we are investing in a further first aid course for the club trainers.
This is to enable the club to push forward its training programme to encourage
new members. Dont worry if you are not qualified in first aid you can still
come along on training days to assist with instruction and rescue. Gordon Evans
and Jeremy Martin are co-ordinating this so if you want to get involved see one
of them.
We have
also purchased from
(14)
equipment and sails so that everything is organised and kept tidy. Please help by returning whatever is used back to the container, and dont forget if something is broken let the instructors or the committee know so it can be replaced or repaired for the next training session. Paul Govier
Vice-Commodore
Working parties are arranged from time to time
for the maintenance of the Club facilities and equipment. This is essential for the smooth running of
the sailing programme. More help is
always required, so please volunteer.
BUILDING EXTENSION
This year is expected to see work start on the project agreed at the 2007 AGM to extend the clubhouse, to include new toilets with internal access, and permanent housing for rescue boats and other equipment.
This major project is expected to bring significant benefits in future years but will involve a great deal of work. Much of this work will done by professional contractors, but there will also be much to be done by members, for example in site preparation. Working parties will be arranged and will need widespread participation.
Members with particular skills or experience relevant to such building work are invited to make this known to Paul Bambridge or Paul Govier who will be managing this project and will welcome help and advice.
